INAUGURAL SHAPING HEARTS 2021 CELEBRATES ARTISTIC TALENTS OF PERSONS WITH DISABILITIES North East Community Development Council’s third iteration of an Inclusive Arts Festival has expanded to include more art expressions, artists, and Social Service Agencies this year. More than 150 community artists with special needs will be taking part in the inaugural two-week Shaping Hearts, held at Our Tampines Hub from 13 to 26 November 2021.
